Baby Eczema Ears

Baby scratching his head?
My son, who is almost 5 months old, had a moderate case of cradle cap after birth. The cradle cap kind of morphed into a dry, raised red rash (I assume eczema) that apparently itches him like crazy, because he scratches himself constantly. It's on the back of his head, partly on the sides, and currently worst on his forehead. It's also spreading; small patches have appeared next to his ears now. He also has a few small patches on his shoulders and arms, but they don't seem to itch.
I've tried all kinds of baby lotions, baby oil, Vaseline, Aquafor; my doctor's suggestion of applying a very thin layer of hydrocortisone cream followed by a layer of Vaseline did nothing. He scratches himself so hard with his little talons that he draws blood, no matter how often I trim his nails. Has anyone else had this problem, and were you able to resolve it?
My son has an extreme case of eczema and was doing the same thing. Our doctor said the same thing to do the hydrocortisone cream, but that did nothing. We went back and they gave us a prescription for a stronger cream and it seemed to do the trick.
I would call the doctor and explain that nothing is working and you want to bring him back in.
