Children Eczema Treatment

babies and allergies?
I have a 6 month old that for about the last 3 months has had a lot of congestion and coughing. She has a constant runny nose and sneezes a lot. She is constantly rubbing her nose and eyes like they itch. What is the likelyhood that she has allergies?
She has been on children's zyrtec for the last 1 1/2 months and it doesn't seem to be helping any. She also has pretty bad eczema. She has had to do breathing treatments 2 times now b/c her cough gets so bad and we are about ot have to start them for a 3rd time.
We have 2 dogs and also, our house is a new build and has quite a bit of dust. Dr. Keeps saying either it is a cold or that the allergy medicine will help. A cold would have gone away by now and the allergy medicine isn't helping. I don't know what to do. Should I demand they send her to an allergist? I don't want her to go through a bunch of tests if it isn't necessary, but she should be getting better by now shouldn't she?
I suggest you get her an allergy test, get rid of the dogs, and seek a second opinion from a pediatrician other than the one you are currently seeing.
