large, red, dry, itchy and scaly spots on body...?

My fiance has had these big spots that are flaky itchy and red for over 5 months now. they started out small, and seemed to go away once in a while, but they came back and full force now. It started with a small spot on his foot, and now it seems to be crawling up it. He gets peeling on the souls of his feet and his hands now. Today we discovered new beginning spots on the top of his hand. What are these things?

The Constant Need to Itch
