Eczema Sunscreen

Please help me with my skin problem!?
I inherited dry skin from my family and I have eczema. But luckily, It goes away when I use some skin creams.
But, whenever I go to the beach, My skin starts to get irritated and when I wash off, my skin and face start to get blotchy and discolored. Like some type of white spots or something. Is it too much sun exposure? (I always put as much sunscreen as possible) Or, is it the heat and saltwater that irritates my skin?
These white spots are dry and whiter than my actual skin at first. Then I mosturize with cetaphil and the dryness goes away but the discoloration is still there. Is there any way I can reduce the discoloration and make my skintone even?
