One website lists 131 possible cause of red or rough skin, but they list only one disease that is accompanied by both symptoms.  It's not a very accurate website.  Many conditions are accompanied by both symptoms.

The disease listed on the inaccurate website is called IFAP syndrome, but don't panic.  You probably don't have it.  It's a very rare genetic disorder.  Doctors knew of only 10 cases in 1998. 

Chapped Skin Cause

Chapped skin is actually one of the most common causes.  It may be caused by sun or wind exposure and is accompanied by excessive dryness.  The heels and soles of the feet are often affected, because there are no sebum-producing glands in those areas.  Sebum is the skin's natural lubricant.  It normally provides protection against chapping.

Eczema is sometimes what causes reddish rough skin on arms legs and the trunk of the body.  It would be accompanied by itching.  If you don't itch, you don't have it.

Psoriasis initially causes redness, but when the hardened plaques form, they usually appear silver in color.  In severe cases, the plaques may look white or green.  Psoriasis is not an infection, but a chronic auto-immune disease.  The underlying cause of psoriasis is unknown, but genetics is believed to play a role.

Rosacea Cause

Rosacea is sometimes what causes reddish rough skin, although the roughness does not usually appear until later in life and only occurs if the rosacea goes untreated.  It usually affects the forehead, cheeks, nose, chin and upper lip. 
An allergic reaction or hives could be the problem.  But, itching would usually be present.

Sun Exposure Cause

Sun damage is a common cause, particularly in older people.  Sunburns may fade away, but leave behind an age spot or two. The spots are usually brown or tan in color, but they can be red.  Even if no sunburn occurred, too much sun combined with aging skin can be what causes reddish rough skin.

Other Causes

Those are only some of the possible causes.  Simple dermatitis, exposure to toxins, over-cleansing or excessive use of exfoliants are some of the others.  Once you see all of them, you might think that there would be dozens of different treatments.
