My legs won't stop itching!?

I've been to two dermatologists and they both gave me some topical treatments for my legs that don't work. One of the doctors thought is was eczema and the other one said that it was an allergic reaction. I have really bad allergies, but I'm not sure if that's the problem because I've had allergies all my life and this problem just started. My legs get extremely itchy, it even wakes me up at night! My skin isn't dry, and I don't have any red bumps... that is of course until I start itching. Any advice on what this is, and something that will help!!
